Noting that 1. The UAK have begun setting up a colony in what we believe to be Nomansland 2. That the Kingdom of Braddia may be interested in expanding it's borders into this territory, and 3. That the FDA has several settlements located in the area, we proclaim it a Neutral Area - one which is not owned, whether partially or entirely, by any nation, in the best interests of all involved. We propose that each settlement and it's contents within the territory is to be subject to the laws of it's parent nation, and that a joint council consisting of representatives from the nations involved be formed to set laws and appoint a Governor to the undivided and unsettled parts of the territory.
